Recieved a PCN / NTK From Excel Parking - Is It Legit or Scam

Was in a car park in our town last month for 17 minutes waiting for our young one. However I today received a Parking Charge Notice for £100 (£60 if paid early)
Is this legit and do I pay it, or are they scammers

Yes it is legit in so much as the law allows it, no you don't have to pay, yes it's a scam.
The NTK is non PoFA compliant so the keeper cannot be held liable.
Everything you need to know about this unregulated scam including a ready written template appeal in blue text can be found in the sticky thread for NEWBIES.
Send the appeal unaltered from the keeper. Do not reveal the driver's identity, and do not miss the appeal deadline.
Read up on what to do if/when the appeal is rejected.
Get pics of the site and signage in the same light conditions without using flash.
What happened when the keeper complained to the landowner? A landowner cancellation is always the best option.

A lot of people would use that S word to describe this company , but it doesn't change the fact that they issued an invoice under contract law due to non payment !! So why was no payment made ?2 -

You can beat this, but you've been dragged into a game that will require you to learn the moves pretty quickly. Just a quick addition.As mentioned, I was waiting in the car park, but did not pay for any parking - just waiting for the 17 minutes then drove out of the car parkAlso the deadline they say for reduced fine of £60 is 20th April 2021 before it jumps to the full £100 after this dateThanks0

So you are doomed as soon as you enter the car park in question as it says 0 Minutes allowed, even if the car park was entered by mistake

It is perfectly legal, you parked without paying, (bilking). It is also a scam, all explained in the newbies, Complain to your MP.You never know how far you can go until you go too far.0

The IPC CoP defines grace periods , please download it and read it , but assume it's typically 5 minutes to comply or leave , neither of which were done and 17 minutes is never allowed
Non payment is bilking , so non payment of £1.50 incurs a default daily tariff of £100 , hence the arrival of the PCN NTK

Who would pay that?! You've been advised above that it is non-POFA and you have the NEWBIES THREAD to explain what that means and it tells you how to handle this PCN from an IPC firm.
Having said that, Excel sue people...
I can't see much of a defence in the long run...why would anyone drive into a private car park and not pay...surely there are no people left who think if they sit in the car it doesn't count? Why didn't you just pull over on street, you can't get a PCN by camera on street.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The car was parked for 17 minutes without any payment being made. A PCN was issued as a result.
It is not a fine. The charge is £100. There is a mugs discount for early payment.
Do you have a question to ask that is not already answered in the sticky thread for NEWBIES?
Is there any reason why you want the world to know the identity of the driver when you have been advised not to reveal it?
The keeper has protections in law that the driver does not.
