Do painting quotes usually include materials or not?

Had a quote from a painter a couple of weeks ago to do hall/stairs/landing (£700). I just re-read his text last night and it said '£700 + materials' and thought to myself 'Well he must've meant to say including materials'. So I went back and asked him, but he said the paint costs would be on top of that. Is this normal practice as a painter? If so, fair enough, but I just assumed most painting quotes would include the cost of paint.

Paint costs vary, some would be happy with own brand, others want the expensive brands. To me it seems normal to be plus materials.

The one time I decided to pay someone to do some painting for me, I could only find one local contractor able to do the work in a reasonable timeframe. The rest were all booked up a long way ahead. That contractor did include materials in his quote, but I'd already specified make and colours in my invitation to quote.(He did the job, and did it well. I was happy to have hired him. He fitted me in by working his pre-booked jobs in the day and then coming and spending a couple of hours or so at my house in the early evenings. He told me that he was fitting me in like this because of the route by which I'd been referred to him - he was keen to get more work through that route.)

I always include ‘whites’ - emulsion for the ceiling and under/top coat for the woodwork; I just bulk buy the stuff I like.
Colours are usually for the Customer to supply, but only because they don’t usually know what they want at the point I measure up.1 -
Certainly for anything other than white it's much better for all concerned if the customer buys the paint. That way there can be no confusion over the actual colour required.

A good shout to you . You know that what youre working with is good quality rather than aldis own brand (unsure if aldis own brand is any good btw)0
