If PALS will not assist, write or email directly to the CEO of the NHS Trust (Google their name) and tell them this was entirely caused by symptoms of your long term condition and that you meet the definition of disability in the Equality Act 2010. In short, you have 'protected characteristics' and it is surprising that people arriving for a MRI scan are required to pay a tariff at all at the moment, given the recently updated Government policy:

Those Principles make it clear that , where Contracted-out car parking is used (a private firm) NHS organisations are responsible for the actions of private contractors who run car parks on their behalf and must also consider the needs of regular Hospital visitors with long term conditions. Parking 'fines' are not supposed to happen to vulnerable patients and free parking is on offer for certain groups anyway.
Therefore, you are hoping that the NHS Trust understand their duty (and the parking firm's duty as service providers) to make reasonable adjustments for persons affected by symptoms of their disabling condition, recognising that sometimes MS affects daily life and cognitive function (especially when stressed) and cancel the PCN. Say you hope they will discuss your case with the parking firm and allow you to pay the overlooked tariff if they so wish, or an admin fee of a tenner, maybe, to cover the cost of the automated letter.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
