I have read the pages on Gov.uk and don't understand?
one person working £23,000
One on carer's allowance with child in receipt of DLA.
Will we get this or not?

It’s only for for people receiving Working Tax Credits or entitled to Working Tax Credits but receiving Child Tax Credits only due to income.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.0

If you are receiving WTC's or entitled to them but only getting child tax credit due to income then you get the £5000

It’s not that vague. Do you have a current tax credits claim? If not, then you don’t receive it.If you do and it is calculated for both child and working tax credit, you do.
