Best app for making international calls to landlines or mobiles?

Hi there folks,
I have put a similar post in Tv and Phone forum so thought it might be worth while to put one here as well, as its the Tech forum.
I have Whats app installed but still need an app that will call International Landlines and mobiles (USA and Republic of Ireland) for those people who don't have Whats app installed.
I don't make a lot of international calls and as my current free international boost promotion ends with Talktalk in July, I just want to have an app on my mobile that will be low cost to call International landlines and mobiles, rather than having to pay Talktalk £12 a month to get that boost added, though sometimes they do it for half price, but even at that it wouldn't be good value for me.
I did a google and Talk360 came up, anyone else use it or a similar app that will be able to call International landlines and mobiles from a smart phone?

https://www.talkatone.com works well for US/Canada (you get a US number), and its free calls/texts from the app
For Ireland, don't a lot of plans still have free/inclusive calling to the EU (mine hasn't changed post-Brexit)2 -
Not saying this is the best app but Skype is worth considering.With pre bought credit (such as a tenner) call to any mobile or landline in USA or Ireland buys you close to 500 minutes and the credit does not 'time' lapse. Many countries covered see rates at https://www.skype.com/en/credit.Works on most platforms (op systems) so you just need a wifi connection (or smart phone when out and about with no wifi signal where that extra connection cost may be covered in your phone bundle or contract).Like other apps skype to skype is free, you can send photos and do video calling too. No cost when not using the above voice or text to non skype device.

One thing I liked was the ability to choose my own 'location'.
But I was concerned by a couple of things. It was necessary to allow them access to contacts and to record calls. Why? Or am I being too nervous/cautious?0 -
they need access to contacts to have them appear1

Yes if you block the contacts they don't appear, and I think call recording is also need for voicemail.
I've never had any issues with it1
