@beamerguy my dad got more letters now saying final notice and that if not paid then next matter to dispute in court?
Do you think we could complain as this surely is harassment. The tickets were issued in another city and the fact my dad didn't hear back for over 5yrs since he wrote back to transfer liability he assumed it was settled.
It's very worrying as my dad is elderly and has never been on trouble before.
Is there something we could print when contacting the company to show that they cannot pursue the owner if they were not driving at the time?

What more do you want than the law?
And it's not that they can't pursue a keeper who wasn't driving (they can). It's that they can't pursue a keeper who has ALREADY TRANSFERRED LIABILITY.

The best help you can give to the proposed Defendant is to read the NEWBIES thread so that you are expecting these letters. It also provides a link to the POFA 2012 law that you need to cite.
We do get frustrated when people ask questions already fully covered in the NEWBIES thread, because we don't have time to repeat it.

The point being made numerous times is the recipient should keep informing the parking company who the driver was , that the driver was named at the time , years ago , both name and address were given , are still given , so as coupon mad said the victim is stating that under POFA they discharged their legal duty under the law , so chase the driver and not me !! Do this in response , each and every time (unless a court claim arrives in the victims name)
Copy in dcb legal too , to get them to go back to the claimant and stop mithering the keeper !!
There is no point in repeating the same question about new letters , it's the same advice , because the victim is trying to get the claimant off their back using POFA
Harassment is a very high legal bar to prove , so getting them off the keepers back is a priority , as stated over on page 1 weeks ago
If it wasn't for CM helping out here for a decade plus behind the scenes too you would get no advice at all , or bad advice
Put some custard on the humble pie and aim your arrows elsewhere , at the real tormentors

@Coupon-mad is the main driving force behind this forum. As @Redx says, without her involvement, there would be a massive fissure in the knowledge and advice available to the thousands of newbies who come here each year. Honestly, most will never know, especially of the behind the scenes work she does at a very high level.The PPC network is now much more neutered as a result of her involvement than they would otherwise be, and they would be running amok without her here. I'd even say that the groundbreaking legislation (Parking (Code of Practice) Act 2019) might not have made its way through Parliament, or, at best, would have been severely watered down without her inputs. Having her in your corner is not something to chuck away lightly!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

This is the nature of the scam. YOUR DAD is not in trouble, he is the subject of a scam from the PPC, to DCBL ...... Due to covid the parking companies are desperate and it seems the legals they use are in the same boat.
Your dad must ignore these begging letters, does he have a cat ? Best place for DCBL begging letters is use them as cat litter.
IF YOU GET a letter before claim then come back here, it will be highly flawed anyway5
