They shouldn't be giving out 'advice' regarding a legal situation without first confirming the full situation. And certainly not telling you that you would have to consult a solicitor at your own cost.
If it was me, and I wanted to prioritise preserving my access rights over maintaining good neighbourly relationships, I would be considering a formal complaint to the council that the member of staff had given me incorrect 'legal advice'.
If you have rights over this land the council must take that into account when deciding to sell the land to others. In the circumstances it wouldn't be completely unreasonable for you to have your own independent legal advice paid for by the council or the neighbour.
However, it might be worth further exploring what arrangements the neighbour is willing to make as an alternative to the existing access and whether that would be more beneficial to you than the current situation. Having the alleyway used by people who don't have RoW isn't necessarily a good thing for you either.

Thanks again for all your advice. The alleyway runs between our terraced houses and behind the houses is a walkway. I have no back door. My garden is enclosed on all sides. I can only exit from my front door. If the alleyway was blocked it would mean me having to walk around the block to visit my daughter. So it's important to me to get your advice. So thanks to everyone who has taken the time to reply to my post.0
