Council tax Decade ago charges

Help please / info 
I have been sent a letter from a bailiff type co - so I called the Salford council as it stated I owe £500 from 2008 , 
im really stuck as I know I paid this (I paid my rent upfront so this was my only outgoing) I spoke to bank who said they can’t help as it’s over 6 years ago. 

Council have said they sent a summons (I don’t know what address they sent it to) but it was 13 years ago, and I’ve only lived UK at 2 addresses since so I don’t know how “they couldn’t find me” 


I can’t prove I paid, and looks like I’ll have to again !!

You paid rent, but did you pay the council tax separately? It is the occupier who is responsible for pay CT not the landlord.

If rent was your ONLY outgoing - then you didn't pay your council tax?

Were you living in a flat/house alone - or a multiple shared unit with lots of other people? What was the deal with your landlord?

If rent was your only outgoing, who was paying for the Electricity/Gas/Water? - If these were inclusive in the rent, then it's likely the C/Tax was as well

It would need a whole lot more information to really look in to it. It would need a full look at when  bills, reminders, summons etc were generated (and where they were sent), what payments were received etc (and when). It's not, unfortunately, something that's a quick task.

Many of these sort of cases are due to a retrospective amendments where the original liability had been changed but that again would need to be looked at in more depth.
