Over 100% Estimated VAT and TAX Charge By UPS

Hi Everyone,
I have ordered some Women Clothes from China Which valued 198 USD total Product Cost and Shipping Fee.
Today morning UPS came with Delivery and asking for 159 Pound Total including Vat , Tax and there 13 Dollar Service Charges.
I have asked for the reason why it's over 100% Vat and Tax and asked for Original Custom receipts but the Delivery man were unable to answer anything and Provide me there UPS Estimated Vat and Duty invoice. in there it's written product value 198 Dollar.
I have refused to pay and he took the delivery with him. I have tried to contact there customer services on phone but unable to contact with them so I have sent a mail with my Invoice from seller and waiting to hear from them.
Just to let you know that I know I have to pay vat and tax and every months I got 2-3 delivery from China mostly by FedEx and DHL. Sometimes I have to pay tax and vat sometimes not.
It's my first time with UPS and their estimated charged is just too much to believe. They do not show me any Customers clearance papers as they already cleared the goods.
Any suggestions what's to do will help.
