Non refundable deposit - cancellation by vendor

We are looking to book a camp for our scout group.
The vendor want £30 per person non refundable deposit by 31 October.
But. They won’t make the decision as to whether the camp will actually go ahead until around the same time.
If they cancel do they have the right to keep the deposit?
or does anyone know where we can get cheap insurance to cover this.
