Extension with permitted planning and neighbours

Seems things have gone slightly off topic.
You can only do 6m under PD if you recieve no comments from any neighbours once a 'prior notification of a larger home extension' is submitted. If a neighbour comments (positively or negatively) it gives the council the authority to assess the development. Its quite rare that the council would allow 6m if a neighbour objects unless it is clear that no harm would occur.
Regarding a two storey extension. This is only permitted development if the extension is at least 2m away from any side boundary and 7m from a rear boundary. Given your post is about 6m PD then I assum you are attached so it is unlikely you can do a two storey near the boundary.
