Non essential businesses, Libraries etc in England can open from Monday 12th April as far as I'm aware.I hate football and do wish people wouldn't keep talking about it like it's the most important thing in the world0

I located a nearby Tesco, but it wasn't clear if they printed documents as well as photos. So I phoned them up and got a disconnected line.I tried MBE, but they have a minimum charge of £10.I liked the idea of newsagents, and looked along some streets that I've never been before. I didn't see any newsagents with printing, but I did find a couple of small print shops.However, they had the same problem as MBE.My local library is NOT re-opening, but I'm going to see if there are any others nearby.0

I'd be very surprised if your authority has only one library in its entire footprint as there is a legal requirement to provide a library service, and one library to cover an entire metropolitan borough area sounds very unlikely. Some smaller/less in demand libraries may not open yet but bigger/main ones may be as they have been able to open previously for "click and collect", though not everybody did this.

I travelled to another library today, so have the prints I needed.Much cheaper at 40p than the £10 at a print shop.0
