General question - Why on earth do the NHS let self-employed people join their DB pension scheme?

It's great for you guys that can but just wondering what the logic behind it was.
Well as NHS dentists we have a contract with the health board, but file our own self-assessment tax returns. We are in their pension scheme because we provide NHS services.
