Presuming he is in England then he could potentially be exempt from council tax rather than just on a reduced rate.

I don't know for sure, but I would have thought the money would eventually go to the other residuary beneficiaries.
We're the solicitors the executors, or were they appointed by the executor?

If that is the case I can't see why the solicitors won't talk to you about how to resolve the matter, if you are joint executors.
