    That's my concern. If they're prepared to overcharge for the admin fees, god knows what price they could put on the land 
    You cannot really expect taxpayers to subsidise the cost it takes to prepare the quote which for most queries I suspect never go anywhere.

    Quite so!  I would suggest that the OP looks at how much it would cost for private legal time to do a title search and initial conveyancing work and a private surveyor to visit and assess the property value before complaining about the public purse overcharging!
