Laburnum Tree

Does anyone have an established laburnum tree, and can you tell me if it has blossomed yet (or whatever he correct term is, when it produces the yellow wisteria looking flowers). 
I have a large laburnum which I think has died. Last year, it produced a small amount of yellow flowers and that was it. It did not leaf or produce the pods with seeds it normally does, all summer. I had someone look at it, who thinks it may have had a fungus, as nearby trees other side of the fence in my neighbours garden have died. 
I am having some new fencing done next week, and wondered if I can get it cut down, if I know for sure it has died. At the moment, it looks like a very bare tree. No leaves or blossom or anything. I don’t have any nearby to compare it to. Hence me asking on here. I am in the South East in Kent. Thank you

    The old one that grew in my last garden was sparse on leaves but it did bloom beautifully. Closer to May if I remember.
    Can you reach any of the thin branches that should produce the leaves and scrap a little bit of the bark with a knife? If you find it green or pale brown and moist it's still alive. If it's brittle and snaps easily it's dead at the ends.
    If you're neighbour has had honey fungus that that will creep under ground to yours if they're close but it doesn't always kill things.
     If you do cut it down check inside the trunk for unexpected marking so you know if it was fungus and not to plant another tree there.
    Laburnum trees don't go on forever in my experience but they are beautiful. You've reminded me I meant to plant one here :)

  • thanks for you thanks for your advice, I will check one of the branches and see. 
    I have a feeling it has died, it did not leaf at all last year and nothing is happening now, no buds or anything. I read they don’t go on forever, this one is huge, I have been here 18 years and it was huge then. Thanks again for your advice.
