    Visa does have it in their system. It would be very much something you would need to talk to the right people about (disputes team maybe, depending on the bank) certainly not something the frontline call center staff would have access too... Far to dangerous for them....
     But you have to be aware doing that will affect things you may want to auto renew, such as insurance.

    I've just attempted it with the fraud team in Halifax and they said they wouldn't be able to do it...

    Keeping calling them / ask for escalation or a different team. There is plenty of evidence that other banks are capable of doing it - mention something about data protection.... (well, if Halifax participate in VAU which I strongly suspect they do)
    Most detail I've found (quickly) is available at https://developer.visa.com/use-cases/identify-card-on-file-merchants-requesting-card-updates the banks/fintechs with better IT use this to develop better services. But the ability to opt-out if Halifax use VAU should be there.
