New roof for rear dormer

I have been quoted £3800 for new flat roof for my rear dormer 9 feet by 9 feet. £350 for temporary repair lasting 6-12 months. The roofer said he will need scaffolding costing £1000.
is this fair quote?

A temporary repair is a waste of money, assuming you can afford to do the permanent fix now. If it only lasts 6 months it's going to fail just as Autumn start to kick in along with bad weather.

Scaffolding quote is about what I paid when having a new flat roof on a dormer. However, I'd certainly not advise going for only a temporary repair, especially as the scaffolding is a major portion of the cost. The quote sounds pretty standard to me & certainly not rip off & should come with some sort of guarantee.The bigger the bargain, the better I feel.
I should mention that there's only one of me, don't confuse me with others of the same name.1 -
I have further quote who is willing to do new flat roof for 3k cash, with 15 years guarantee.
The roofer seemed knowledgeable and am thinking of accepting his quote.
I have one more roofer coming on Tuesday morning so will wait for his quote before accepting the 3k quote.0 -
I had the dormer flat roof replaced last Thursday.
To supply scaffold tower
To strip off old felt on flat roof completely
To check boards and fit 3 layer of new torch felt on flat roof completely
To re-bed and reseal top ridge tiles
To supply and fit all new upvc fascia board
To clear away and dispose off all rubbish
Total cost £3000 cash
The roofer didn’t use scaffold tower, I phoned him and he said has he was suppling the tower himself it doesn’t matter if his workers used ladders.
The workers also left the gutters with bits of old felt.
i paid him £1500 cash and the remaining balance one week later. I did tell him I wanted to check if the roof will not leak, unfortunately it didn’t rain only had drizzle so not able to tell if it would leak in case of downpour.
Should I pay him the remaining balance or negotiate?
