PayPal fraud error

Hi guys,
This is an ongoing issue that my wife has been dealing with for some time. She received her Barclay card statement a few weeks ago and there was a transaction that she didn't recognise and it was for a strange amount, she calls Barclay and reports it and they deal with it quickly. About an hour later she realised it was a PayPal money transfer to her cousin who lives in USA as a baby shower gift she foned Barclay told them the situation and again sorted it out for her, she thought she would contact PayPal and warn them and let them know the issue. The person she spoke to thought my wife wanted to put a fraud claim through and after numerous times of telling him she didn't want to claim fraud.
Cut to a day later and my wife and her cousin are in a panic because the cousin has been contacted by PayPal saying she has committed fraud and if she doesn't return the money they'll send it to a debt collection agency. My wife contacted PayPal and they haven't had confirmation from Barclays that the fraud case has been dropped even though they have. My wife has sent proof of statements showing the funds being put back into her card and no matter what we say or do they won't accept that this has just been a huge misunderstanding on their part and we've done everything in our power to show them that it isn't fraud with numerous calls to Barclay and PayPal. Worse is that with the cousin being pregnant and this stress soon it will go to a debt collector and once that happens it will affect her credit ratings. Any advice would be greatly appreciated.

Maybe I've misunderstood, but it seems to me that your wife has received a refund for the 'fraudulent' transaction from Barclaycard (or Barclays) and her cousin has received a payment for the same amount from PayPal. A bigger problem may be that PayPal closes the cousin's account with them.0 -
get her to return the money. send it to her another way.0
