LA’s usually pay HB in multiple of weeks as entitlement is assessed on a weekly basis from Monday to Sunday.  Most Council do pay HB four weekly in arrears. I don’t see why your LA can’t change payments from fortnightly to 4 weekly unless their system doesn’t support it. However, as HB is usually paid in arrears you would need to skip a fortnightly payment before you receive the first 4 weekly payment.

I once asked the council why HB tenants can’t be paid monthly and the response was “because our computer system can’t manage it” or words to that effect.

This has been an ongoing issue for years.  Virtually all rents are paid monthly these days.

Housing Benefit is calculated on a weekly basis, that's why it would be difficult to pay monthly.
Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.
