Not Entitled to Universal Credit or new style JSA?

My partner recently started work, and up until then we were on a joint claim for U.C
His hours are over the amount where we can still claim this, which I understand, and I was recently advised that I could try and apply for the new style jsa, which I did
I was however, turned down for it, as I recently came off carers allowance, my Mother passed away last year, and also because I haven't paid enough national insurance contributions.
My partner is able to support me to some extent, but just feel that as I haven't paid enough n.i contributions, I'm kind of being 'penalised". I was on carers allowance for approximately 3 years, perhaps penalised isn't the correct word, but feel it would take the pressure of my partner somewhat, if I was able to claim something, whilst looking fir work

UC entitlement has nothing to do with hours work but when earnings reach a certain level the earnings deduction will nil the UC payable.
Unfortunately if you do not meet the NI condition you cannot claim new style JSA.

I meant to say,my partners earnings reach the level where we aren't entitled to u.c
I guess it was worth a try, just to see if anything was available to claim whilst looking for work0 -
