What actually transpired was that:
a) the HSBC account has remained open, b) direct debits have all moved across to the new Starling account, c) payments into the HSBC account remain there and are not automatically forwarded to the new account. (He'll be reminding his employer of his new account details).
So, in summary it was possible to halt the account closure even within seven working days of the switch, but not the transfer of direct debits.
Worth keeping an eye out next month too - the above implies something odd will still happen.
The payments redirection process is applied to direct debits and credits - not one or the other. You may have been lucky in that the DD billers all updated. But if you have less frequent DD e.g. quarterly, annually etc. might want to keep an eye on where they come from.
