If they didn't ask for the info until February then they would already have been late filing.  The last date is 31st January.
Extended this year by one month.
Well you got me there!  Thanks for the info.

The 5% surcharge for any balancing payment not paid by 28th February was also extended until today!

Filing deadline itself wasn't extended. They just deferred the first late filing penalty. Pedantic I know, sorry.  Pedantry can be important in tax sometimes though.

But as that extension wasn't announced until very late on (late on 25th Jan I believe), I'm doubtful that the accountant's delay was due to that.

Also if the accountant had the info in November what were they playing at?   We all know that they are very busy in Jan & extremely busy by the end of Jan.  I used to know an accountant who said that sleep for the last week of Jan was optional.  So why leave the filing until Feb when they had the info in Nov.  And if they found they didn't have the info in Nov why wait until Feb to ask for it?  Always supposing that the accountant didn't have Covid of course, if he did then I apologise.

HMRC are waiving a lot of penalties so stating it was delayed due to Covid (maybe that was why you check personal e-mail less due to a change in role (slight stretch) may just get it removed.

I'd probably say 50:50 blame, I'd probably expect them to try and contact you if receiving no response. But likewise if you've given that e-mail address as contact details then you should check it and respond - particularly if for example you've e-mailed them on separate matters from that address. Just saying it's not your fault is a bit too simple, stretching slightly but if someone sent me a letter (DVLA, police) to my home address I wouldn't just argue I didn't get round to opening it so it's their issue. I think same rules on post apply to e-mails when you've stated they're your contact details.
I don’t check my personal emails bar for things like this
You should have provided an email address that you do check.  Seems little point in using email otherwise. You cannot expect people to chase after you.

Actually the payment was due by 31 January and any payment not made by then will be subject to interest and/or penalties. Even if the return was late submitted.

Actually I think that you should read my post - it was only one line! I only referred to the date when there is normally a 5% surcharge being extended. Of course the due date for payment of the balancing payment for 2019/20 remained at 31st January and interest on ANY tax not paid at that date will attract interest. Additionally there are NO penalties, and never have been penalties,  on late payment of the balancing payment if made by 28th February. This is what I was referring to:

"If you’re submitting your 2019 to 2020 return

Because of coronavirus (COVID-19) you’ll not get a late filing penalty as long as you submit your online return by 28 February.

You must still pay your tax bill by 31 January. You’ll be charged interest from 1 February if your payment is late.

You’ll also be charged a late payment penalty if you haven’t paid in full by 1 April."

Did they have an alternative way to contact you other than by email?
Once the deadline was looming I would have expected them to at the very least attempt to contact you by phone in order to get the UTR.
Didn't you also wonder why they hadn't billed you 3 months after the deadline has passed?

They only emailed me twice and they have my number. They made me pay before they did it, they've refunded me as they agreed I should of been contacted via my preferred my method as per my form and that actually already had my UTR number.

`What have you been refunded? The interest on late payment, or the fee they charged you upfront for producing and filing, or both? It's not clear what remedy you are now seeking?
