Hi guys, I hope you are well and I would like to thank this community for the kind efforts and hard work everyone puts in to help one another. I have followed the newbies thread and have put together the below based on the suggestions, I hope someone can give it a quick checkover and see if its ok. I unfortunately did not receive a "golden ticket". PCN was sent due to an overstay of 18 minutes in a McDonalds Car park.
In case the below is illegible I have attached a URL to the same image:

Looks like a long POPLA appeal but it's hard to read, even using the link.
ParkingEye don't operate McDonalds car parks but what happened when you complained to the retailer and/or retail park management if it's multi-shop?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Try again and forget the phone calls. Try the letting agents listed at the bottom of this retail leaflet I found about some units being developed next door:

Ask them, if they are not the party who contracted ParkingEye at the McDonalds site, who did and can you have an email address...blah blah.
McDs probably do have a ParkingEye User Manual that lets them cancel PCNs, they just don't know it or care. However, this site isn't just McDonalds and they didn't contract with P/Eye. There is a Tesco and a Lidl next door (neither of whom use ParkingEye anywhere, just as McDonalds don't) so ParkingEye is likely to have been contracted by the owner or managing agent of the retail park
Also, maybe you were at the drive-thru? That's not parking and that should be the first point in your appeal:

I would not do such a long template for this one. I;d talk about being at the drive-thru and/or queues to go inside (if you did) one by one, waiting say 20 minutes before you could even walk in? (if true). BUT THAT IS NOT WHAT TO DO YET.
BUT there are 33 days to do a POPLA appeal and a retail park/letting agent complaint could easily see you telling us this is cancelled tomorrow. So put POPLA on the back burner and make it your mission to find the right ear to complain in, by asking the letting agents first and following an escalation trail for your complaint.
SOMEONE contracted ParkingEye.
