    I would be skeptical too  had it not been for the fact the OP has not chased the guy once, he keeps coming to her. I have never heard of such behavior from a scammer before so it may lead me to give him the benefit of the doubt a little longer.

    Well, he finally turned up and the work has now been done, in a day and without him stopping once. It appears to be high quality.
    What was going on? I have no idea, but thanks for everyone's input, it is much appreciated.

    But you didn't express an opinion as to this worker's excuses.

    If I had to guess he's just overbooked and thinks an excuse sounds better than talking responsibility. A bit silly but hardly uncommon behaviour! Of course my point could be completely invalid, as usual.
