Wanting a private driveway off a C classified Road. Please can anyone advise?

Please can anyone with experience in developing private driveways or anyone who has had one developed with parking restrictions on a junction help? 

East Lancashire.

I believe that Planning Permission is needed for a drive that is accessed from a C classified Rd. I have been informed to get a planning consultant/architect as part of the application would need scaled drawings, a site plan and a proposed design of the site. I don’t want to waste money and time if junctions and pedestrian crossings are a definite NO! We would sell and move on as there is nowhere else on the property for a drive. LCC Highways would need to be involved as well.

We are built at a junction, the front is on a named C classified road and the gable on a different named B classified road.

The property front is south facing over the C classified road that would be needed to be used to access the property by driving off the road, over the footpath to park lengthways parallel to the roadside. The south boundary wall is 24 feet wide and the garden depth is 12 feet. 

Will the junction be a problem? Is the area large enough for one vehicle?


Immediately beyond the south boundary wall is the public footpath with two services at ground level including a BT grid and a hydron under a grid. There is also a single yellow line that runs up to the junction and zigzags that serve the nearby Pedestrian crossing that is seventy feet away. The neighbours on the opposite side of the same pedestrian crossing have zigzags in front of their drive, but they are not built on a junction.

The good news is there are no lamp posts, trees or listed buildings in the area, ha!

Will the ground services be a problem? Will the Pelican Crossing be a problem?

    The parking space parallel to the road will be a problem. Highways will probably object. There may be other issues such as visibility. The 
    Has a previous occupier tried to get permission. Should pop up on planning history.
