It should be level and made up at the base with gravel boards as stated above.1

I’m assuming you had the posts put in as well, I can only think that, as the land drops away they have had to do this so the middle three posts are in the ground at the correct amount, so as to give the posts/panels stability, yes, they could have used longer posts for the middle three, but it looks like they haven’t factored that in,1
