But these aren't just billing address changes, by changing from PayPal to a straight CC payment you've changed the payment system too, presumably setting up a bunch of new CPA's and perhaps an authorisation hold for each subscription to verify the card to boot.  That will be what has set the bank's fraud system off.  If you'd have just changed the address on file you'd probably have been fine.

Ah maybe that’s it, mind you it was only 3 sites. Apparently you can’t sign up to 3 subscriptions on the same day without it flagging up as fraud!
Maybe you can, maybe doing 3 in relatively quick succession is what was unusual.  Although perhaps signing up for a bunch of new subscriptions right after an address change is what did it.

I'm sure though if someone got hold of your card details, changed your billing address with the provider and then went on a shopping spree and the bank did nothing you wouldn't be all that happy either so perhaps you should really be thankful that they did do something.

Surely updating lots of billing addresses after you’ve moved has to be standard, I’m not sure why it triggered not only a fraud flag but an elevated security block that meant a human had to help me instead of the automated system?
If you've just told them you have a new address and then sign up for services often used by fraudsters, then it looks to them like fraud. If someone has managed to pull off identity theft then the text/app system can't be trusted either as someone could have obtained a replacement sim.

I haven’t signed up for any new services though, I’ve just updated my billing address on services I’ve been using for years
You updated your billing address AND payment details.  If all you did was change your billing address I doubt you'd have had your card blocked.

They look like they are new services, because you swapped from paying via PayPal (using your CC) to paying directly with your CC. These transactions will look completely different to fraud detection systems.
