Vodafone debt already cleared?

First ever post on the forum so please be nice!
Looking for some advice please, I had an account with Vodafone that was a few years old and was passed to CCS, a debt collection agency they use.
I offered a partial settlement which they accepted (after putting me on hold and "checking with Vodafone" that it would be accepted) and so made the payment and got a letter from them saying the account was partially settled and would be updated as such on my credit report.
However now I'm being contacted by Vodafone again saying the debt still exists and the balance has only been reduced by the payment I made to CCS.
I put a complaint in with CICAS and they judged on Vodafone's favour saying the letter only said it was partially settled. But I don't think they understand what a partial settlement is, the agreement was to make a partial payment to settle the debt.
Now I CICAS don't let you appeal and I seem to be stuck as to where to go next, any suggestions??

If the letter said partially settled then you should have complained there and then that there had been a breakdown in communications, and that your offer of partial payment was in full and final settlement. You also shouldn't have paid anything until you had the offer acceptance in writing (email would be OK).Jenni x1
