Parking charge

So I parked at a site with the machines by park with ease !
I was there for about 2 hours when I went to pay the machine was just saying nothing to pay ! Didn't even give me an option ,someone else passing by said others have had the same ,so I took a photo as evidence ,then to my surprise today had a parking charge letter through the post ! I sent in the photos and appealed it straight away ,they haven't accepted it and said it shows I left the car park then re entered two minutes later which I definitely did not as was stopped taking the photos of my car and machine as I was exiting and trying to pay ,then I left drove straight off as was running late for school run !
How do I prove or appeal this ?

Appeal with the same evidence and story to the IAS as long as you are within 21 days of the date of rejection letter/email.
It's biased, run by the Trade Body and useless, but PWE might give up if you provide your evidence. We never used to say IAS was worth bothering with but during lockdown, a lot of PPCs scammers are offering 'no contest' to further appeals to the IAS because they have so many staff furloughed (we guess).
Make sure you embed the time metadata into the photo as a timestamp, so PWE don't say you took the photo later.
And complain to the landowner if there is a retailer there.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
