Estate agent refuses to return tenancy deposit

I provided a deposit on a flat for my son and partner, two years later son returns home but I allowed his expartner to leave the deposit in place until she could find alternative accommodation now she has moved out and the landlord confirmed the deposit can be returned but the letting agents refuse unless both parties who haven't spoken in two years attended their offices with proof of identity my son has provided passport we have no idea how to contact his ex tads can't intervene as tenancy was surrendered more than three months ago and money claims online don't cover this type of dispute any advice would be gratefully accepted thank you

The deposit must be in a proper deposit protection scheme. You can raise a dispute with the deposit protection company.

The agent paid the fee and kept it in their own account the TDS won't intervene as the tenancy ended more than three months ago0
