Out of time PCN from TFL

I was fined by TFL for congestion charge, but didn't receive the ticket because DVLA had recorded my address details wrongly. II had to go to court and get a "statutory declaration - out of time". TFL ignored this and send me the fine again. I made a complaint and they responded by re-issuing the fine. This is tiresome. Are they allowed to do this?

Yes. The offence was committed or not. A stat dec reopens the ticket and restets where you are, but it does not remove it
Your V5 issues is nothing to do with TFL1 -
Our friends over at peipipoo.com are better placed to deal with this than we are here, as we tend to specialise in private parking charges from unregulated companies.
