I think uncrossed PO's are the equivalent of cash.

This sounds decidedly dodgy. As said, uncrossed postal orders can be cashed or paid into any bank account. What is going on?!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
