New electrical regulations for landlords

advice needed on new electrical regulations for rented houses, and the obligations on landlords
These come into force on April 1st. However, within the government information, it does say that if it is not possible to get the work done due to finding a suitable / available professional to do it; or to get access to the property that is convenient to the tenant, then it is reasonable to not have it done by then if the landlord can show they have taken steps to comply.
Do you know how a landlord can check this "reasonable" description? Where to go for advice? It is ambiguous.
We have had dialogue with an electrician since January, and now cannot get a date that suits the electrician and tenant. The property will be empty in 3 weeks. I would like to check, if reasonable steps have been taken, with an email and text trail of communication, and scheduled for later in April, that this is classed as reasonable.
There is nowhere obvious for landlords to check this.

If you have paper trails showing you have tried to arrange an electrician (any electrician not just one), and showing the tenant is refusing to give you access, and you will be getting it done in 3 weeks, then you will be ok. No one is going to fine you in those circumstances. They would have to give you 28 days notice to get the checks done anyway before they fined you.0
