Putting a dormer on a bungalow

I went and viewed the property again today and went in the loft. At the peak of the loft the height was maybe only 6ft4”, maybe that’s why next door had that done. Yet the other 3 properties on the street of the same style have standard dormers built off the original roof height so I am confused.0

Just spoke to a neighbor on the street, turns out the other 3 dormers on street are all illegal and where only found when someone recently applied for there’s and where denied.0
