Hotels.com voucher only valid for first room booked

Hi,
I had a hotel booking in Barcelona for May 2020, that was obviously cancelled due to COVID and a voucher was issued in July 2020 valid for a year.
My booking was for 4 adults, 2 rooms for 2 nights for around £440. The voucher email stated the total that matched what . So I was happy to accept the voucher due to still wanting to go on the trip this year (i had booked the hotel on a non-refundable rate)
Fast forward to this year and I tried to book the same hotel for the same booking (4 adults, 2 rooms for 2 nights) only for Hotels.com to say that the voucher is only valid on 1 room (around £220). and I have to pay for the 2nd room- despite already having paid for it.
Has anyone else had this? If so, is there a way i can complain this? It seems ridiculous that they only allow a voucher to be used on 1 room, despite the voucher being issued for 2 rooms.
I don't want to lose the voucher, but nor do i want to pay twice.

Doesn't sound right at all. What do the t's and c's of your voucher state? What happens to the remaining £220? Is that left as a credit in your account? Only possibility is if the prices have doubled for this year? But to say you can only purchase one room with a voucher that was originally two sounds bizarre. I would definitely be looking for some answers from Hotels.com.0

I called Hotels.com yesterday and spoke to a very nice lady who said that if i booked the 2x rooms, using the voucher for 1 and then pay for the other, they would refund me the difference. But its still an odd thing to do. The t's and c's do state only one room per voucher- which again, makes no sense.
I'm also not in a position to book now anyway due to the unknown on foreign travel. But i think if i don't at least use the voucher by July then i will lose it completely.
Maybe something to look forward to in 2022.0 -
A strange way of doing it, I would assume if your voucher was for £500 you could use it for 2 rooms, 3 or 4 and pay the difference between your vouchers worth and the cost of the rooms you book.
Make sure you get a name of the person your spoke and note the time as well.0
