Planning Objection - 25 degree rule

My neighbour has put in for planning permission for alterations and extensions to a small bungalow, they are actually demolishing it and building a new dwelling that is 3 times the size of the original property. Due to its scale and a number of overlooking issues it has been called into committee. To ensure there was no issue with loss of light and the 25 degree rule they had to lower the roof, but now we are aware that the architect did not measure from the window that is actually affect by this rule. We have invited him to come and take measurements but he says he has been told by the planning officer not to bother as the planning committee meeting is so soon. Where do we stand? The planning department initially made them amend their design so it did not impact us, but now they seem to just want to steamroller it through. Do we have to get our own surveyor in, at our expense, to prove they have not overcome the 25 degree rule? Any advice would be gratefully received.
