I don't think a formal complaint will help the OP and it's doubtful achieve anything as the order appears to be an admission of guilt (or at least should be used when an admission is given) so the police have technically acted correctly in that they'll say someone admitted to criminal damage and the order was the appropriate way to deal with it.
Whilst I think it's unjust I also think OP needs to satisfy the order.In the game of chess you can never let your adversary see your pieces0 -

Whilst I think it's unjust I also think OP needs to satisfy the order.I won't disagree with you but the police are wholly in the wrong here - it should have been quite obvious to them from the outset that any police intervention at all was inappropriate in this "incident". (In fact I find it hard to believe that the police decided to get involved at all in this matter. Is the neighbour a police officer or "covert human intelligence source" or somthing? I'd get Ted Hastings and Steve Arnott looking at this... ).The OP and her partner should never have agreed to this. It's like people being persuaded to accept a caution without realising it's actually an admission of guilt and can form a record. (I'm not saying agreeing to a CRO can go on a record - I just don't know. I'm saying it's agreeing to something without appreciating all the consequences).I'd still want to make a formal complaint about what I see as an unnecessarily heavy-handed abuse of police powers. I'd want it on record even if it got nowhere. The police's behaviour here is wholly unacceptable and wrong. This is none of their business - based on the OP's account here)0 -
