Council Tax Reduction for Non Dependants

Hi I'm not sure if I'm in the right area or not
We have just received our Birmingham city council Bill which is completely wrong as other the million they have sent out according to their office. It basically demand the whole amount without reductions new not to be issued on April 1. My question is my dad is on pension credit so is exempt. I am a non dependant on ESA and paid 4 pounds a week last year. Is this correct.

This often seems to happen. CT bills are sent out without CTR shown and then revised bills sent out a bit later with CTR shown. No idea why.
Your dad is not exempt from Council Tax. However because he is on Pension Credit he should get full CTR which means that his CT should be paid for him except for the non-dependent deduction which you are expected to contribute (unless either of you get he gets a disability benefit such as DLA, PIP or AA). As you say the non-dependent deduction for someone on ESA is £4.05/week.

However https://www.citizensadvice.org.uk/benefits/help-if-on-a-low-income/help-with-your-council-tax-council-tax-reduction/how-your-council-tax-reduction-is-worked-out/council-tax-reduction-non-dependant-deductions-for-pensioners/ saysA deduction won’t be made from your CTR, even if you have a non-dependant adult living with you if the adult:Is your ESA income based?- gets Income Support, Pension Credit, income-based Jobseeker's Allowance (JSA), income-related Employments and Support Allowance (ESA) or Universal Credit (UC) where the award is calculated on the basis that the adult has no earnings
