15 year old daughter turned down for 11-19 year account???

Hello 
Can anyone help... yesterday my 15 year using her Go Henry card was annoyed as it was refused on the Bus ...AGAIN...so decided maybe time to apply for a normal bank account. 
Checked out advice on here and proceeded to apply for the Halifax young person account. 
Only things asked for were name, DOB , address and what to use the account for ie: general spending .
Was therefore very shocked it was declined... so tried Lloyds 11-19 account.... declined Again !!!!!! 
Please can anyone advise why or what I should do .....

    Lloyds and Halifax are the same bank, so it’s probably no surprise both declined.

    I am not sure what data is really checked for these types of accounts, it certainly can’t be impacting her credit report as she won’t have one, so no harm in trying another bank (that isn’t part of the Lloyds group!).

    Given Lloyds and Halifax have the same owner (LBG), it's unsurprising the Lloyds application was then declined.

    As to why the Halifax was declined 🤷‍♂️

    Yes, it's the Starling Kite, a perfectly good account for a 15 year old. The parent may or may not choose to do their banking at Starling, they just need a 'master' account to which the Kite is attached.

    Well that's just crap. I had my own current account with TSB with an ATM card at 13 and I'm sure I had an Electron card by time I was 15.

    I'm saying the idea of being stuck with a card that your parent has control over is crap when there are other accounts on the market that are designed to give you full access e.g. the 11-19 account from Lloyds.
