LA Appeal Rejection 5 months later!

Hello,
Wondering if anyone has any knowledge of time limitations on how long a Local Authority can take to reject an appeal to a moving traffic offence?
I was sent a postal fine in October of 2020 for a NRT during prescribed times where the signage must have been put up during lockdown last year, it's a turn that I have made hundreds of times previously, and simply didn't notice the sign. In the online video footage (which was only about 15-20 secs long), at least 3 other vehicles made the same turn.
I made informal reps online simply stating that the signage was not prominent, and clearly from the footage, several motorists were also unaware of this recently implemented restriction. I also made a FOI request to ask how many tickets have been issued for this infraction, how many have been appealed, and how many have been overturned. (or something like that, I submitted online and didn't keep a copy).
I had totally forgotten about it until I just received a notice of rejection of appeal, some 5 months later!
Given that motorists are held to strict deadlines regarding when they can submit representations, are there any deadlines which the LA must adhere to when responding?
Seems particularly unfair and punitive to motorists if not!!
