Are all flat weave rugs reversible?

Hi, I bought a flat weave rug recently, this one : https://www.therugseller.co.uk/hippie-kelim-01-rugs/p-41-1035-32251-0
I noticed one side had various little hard tufts sticking out, I thought it was defective or starting to fall apart. The other side didn't seem to have this issue. I emailed the seller and he just said that particular rug is not reversible.

I was under the impression all flat weave rugs were reversible by the way they are made, and it was part if the reason I got it! It's in the kitchen, so more susceptible to spills, and having both sides is like having twice the life span!
Just wondering if the seller was just saying this to get rid of me!
