Parking Charge Notice

Hello
My partner received a parking charge notice on 4th March 2021.
He parked in a hospital car park for 15 minutes. It’s free for 30 minutes. However, it seems he parked in the staff only section. Do you think we could appeal it? We are expecting another one because he made the same mistake (without realising) a week later. I say he, I was actually in the hospital as a patient.
If it’s possible to appeal, where would I find a template?
Also, I’ve checked on the BPA website and the parking company ARE registered with them.

first task is complain strongly to PALS and try and get it cancelled asap, nothing is more important than this taskthe appeal template is the blue one in the newbies sticky thread near the top of this forum, but only appeal a postal notice on day 25 following the date on the PCN so around the 25th march , the PALS complaint is your reason for the delay , then the keeper appeals on day 25 if its not been cancelled by PALS3

If he parked in the staff section without realising it might suggest that the signage is not adequate, the length of time isn't going to cut it I'm afraid, follow Red's advice.

did they comply with POFA ? they usually doIs the POFA warning on the back of that NTK PCN ?If yes , then a landowner complaint is your best option, because any Popla appeal will have to win on poor signage or no landowner authority (so PALS is definitely your best option for direct cancellation)2

Date of parking event please?
And Date of Issue shown on the Notice to Keeper?Was a windscreen ticket attached to the vehicle (probably by a hospital employee), or was this a ANPR camera capture with two photos showing on the NtK of the vehicle entering and exiting the car park, with a computerised image of the vehicle's VRM?
What does the NtK accuse the driver of doing?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
