Many people get letters addressed to owner, occupier, for various reasons.

I am not sure if I mentioned that this letter also says they will be visiting my house as well. I think most people will be getting stressed if a letter of this sort comes . This is not a spam mail, a DC agency being arranged by a utility company to collect £10K!!0

Could well be just another classic scam, especially the bit about visiting your house to scare you into acting urgently without thinking. Not all people that claim to be from named companies are genuine:-
- This is Microsoft. Your computer has a virus.
- This is Visa / Mastercard department of your bank. Have you authorised a transaction of £999 from a foreign country?
- This is Amazon. Your Amazon Prime subscription of £79.99 is about to be renewed.
- This is BT Openreach. Your router is infected and sending error messages.

Personally I would not be at all stressed.
The debt is not / would be in my name.

They visit, you deny them entry, very simple. They don't even have a name, so they're hardly likely to come visiting.
If you want to get rid of them, be helpful and show them some prof that you only occupied the proprty 3 months ago,
And no, you can't get compo for stress for a letter about money you know you didn't owe anyway.No free lunch, and no free laptop

I need to find a way that these kind of stress shouldn't happen to another person. If I was ill or not in good health I could have been badly affected by a letter like this. I will have to find a way that both utility company and RICHBURNS pay for this non-sense0
