Program in task bar

Can anybody tell me how to to get Money Saving Expert in the task bar if this is the correct term ( the blue bar at the bottom of the screen ) i used to have it there for a quick launch  but somehow have lost it ,now i have to type the title in and open the program.

3 dots in the top right on Chrome. The screenshots on the link I sent gives a step-by-step with visual aids.

Click and highlight the web address on your web browser and drag it onto the Windows 10 desktop to create a shortcut, then drag the shortcut onto the taskbar.

Found it thank you ,clicked on the three dots ( i am on Windows 10 with Microsoft Edge ) and it was not there but clicked on MORE TOOLS and hey presto there it was ,job done  ,thanks very much.
