Will people claiming esa an pip benefits be getting any help, we haven't had any since last March unlike those claiming universal credit?

No, the extra money is for those claiming Universal Credit and working tax credits only. I claim ESA but haven't been affected at all by the pandemic, infact i've actually saved money because there's been no shops open for so long and nothing to spend my money on.
