Student loan with divorced parents

My daughter applied for a student loan from my address where I live with her step father.  She lives equally between this address and her father's address.  The loan questionnaire has been sent to her step father where she is listed as his dependent.  She depends financially entirely upon myself and my ex- husband.  Her stepfather does not provide for her financially and she is not dependent upon him finacially.  Should she and can she change her application to her father's address?

    it is based on household income. Her step father is part of the household.
    If she truly splits her time equally then she should apply from the household with the lowest income.
