Vendor took annual subscription from a cancelled card

My previous Debit Card was replaced by my bank September 2019.  Tofay a charged from a US vendor I no longer used (though I Never cancelled the subscription as in the past my bank informed me when a card in cancelled it is no longer valid!!  So today, £150 was taken from my account with the last 4 digits of the card number reference being my old card.  I challenged my bank on this one and they said once the Pending transaction has been taken to claim a Chargeback.  
I argued the vendor in question was renewing the subscription simply as I hadnt cancelled it!! My argument is they should not have even been able to claim the money from a card that has been cancelled.  I then go something from the advisor from the bank on the call to say sometines Visa still have the old card details so use that!!  Huh???
So, my interpretation of that is You could have a cancelled Debit card from years ago and someone can still help themselves to money from my account.  Silence from the other end of the phone.  I politely requested a response to my question. "You'll need to take it up with the company"  Now, i'm thinking, am i being fobbed off here?  
The bank could argue "well you should have cancelled the subscription" which i  wont dispute.  My argument here is how can a company take money from a Debit card that has been cancelled???  Is this possible.  I find it hard to believe.
So my question to anyone on this forum is:  Do I have recourse and if so, with whom please?

    Is there a continuous payment authority in place (CPA)?  If so, this is allowed and part of that system.  You'll need to check whatever contract/T&C were in place when you subscribed.  A CPA is still in effect if a card changes, it needs to be explicitly cancelled, either with your bank or the vendor.
    That said - if you didn't cancel, the money is probably still owed I'm afraid.

    Your argument is wrong.  CPAs continue redirected.

    You are mixing up issues here.  1 - the contract with the vendor and 2) the method of payment.      Just because you think you are not going to pay a bill via a method does not mean it will cancel the contract automatically.  So, even if the payment had failed, you would still be liable to pay the contract as you never cancelled it.

    Under a CPA that would be correct.

    You have no recourse and are reliant on the goodwill of the vendor.
