Parking tickets

Please can you explain the significance of POFA with regard to ANPR parking tickets is Schedule 4 requirements apply in all requests to the DLVA

    POFA2012 - The Protection of Freedoms Act 2012 - is the legislation that the whole enforcement of parking restrictions on private land is governed by. It bars clamping and towing, and places stringent requirements for signage etc on enforcement.

    As you say, it's Sch4 that's the relevant bit.

    It doesn't have anything to do with the rights of those enforcing to contact DVLA to get keeper details from a plate, though.
    Anybody can request keeper details with reasonable cause. DVLA restrict that for parking enforcement to members of two trade bodies.
