I have an existing S&S ISA with HL, I am finding that the fund fee's are too high and the service over the last two year has been no where as good as it was a few years back.
My S&S HL ISA consists of funds and IT's, the fund charges are I believe the highest of any platform, The IT charges are far better.
The HL ISA consists of several years of funding.
My query is can I transfer my funds to another cheaper platform, but still retain my IT's in my current ISA?
I hope that I have explained the query clearly enough? basically a partial reduction either by cash or transfer of funds but still retain the IT's.

The impression of service over last two years might have been coloured by the experience of the last year with call centre staff working from home. I had to call them yesterday to ask something about my mum's pension and the call cut off after a few seconds, the next call after a minute on hold, and then third time lucky I was on hold about 20 mins before I spoke to someone. Generally didn't happen when I was doing it pre-pandemic.
Still, to have funds and ITs just sit in your ISA doesn't really require a lot of 'customer service' so perhaps the idea of paying the highest rates in town for 'excellent customer service' is overrated. I don't use them for my own money.
They should be able to process a 'partial transfer' to another provider where you just tell the other provider what assets you want to transfer over on a form that the other provider has you fill out. Some of the funds may need to change share class if the class you're using at HL isn't supported by the other provider and it can take a while for them to re-register funds to the new platform.
The simplest thing to do would just be to transfer the whole lot including the ITs, because then you keep everything in one place and it's easy enough to administer and keep track of your transfer when the answer to "what's supposed to moving?" is "everything". Although you mention it's cheap enough to hold ITs at HL, it's often no more expensive to hold them at rival places that also have better costs on funds.
For example AJ Bell are 0.25% instead of HL's 0.45% on funds, but their capped custody fee for shares and ITs is also a couple of pounds less per year than HL's, and transaction charges for buying and selling are a little lower too. Likewise the fixed fee providers like IWeb or Interactive Investor would not charge you more money for holding ITs if you were already paying them to hold a bunch of OEICs.1
